I don't think you will find any stock that fits without machining id & od. An easy job in a 12" lathe. 3" solid 6061 round bar is the place to start from ebay or your local rem store. 4pcs x 3" Thru

The od spec for bar is usually not slip fit accurate or is extruded bar that round, so it will likely need turned to fit. The standard mill spec for that size is +/- 0.024". Might be lucky tho with t

Get a 1 foot length of 1 1/4 inch PVC Schedule 40 pipe which will fit loosely over the 1 1/4 inch aluminum. Saw four lengthwise slits a few inches long in one end, at 90 degree spacing around the PVC

You can also make this assembly out of ABS to reduce weight. Since 1 1/4" ABS is hard to find, it may make sense to stick with PVC for that part of it, There isn't a big weight saving for making the
