I've done this twice, once with a self supporting and once with a guyed tower. Generally the best way to do it is to attach the 1st above-ground section to whatever you're going to be using as a base

don't most towers only attach by way of base plate? Most that I've seen you set the tower bolts in a wood frame and pour concrete around it. They need to be aligned well, but not perfectly plumb. the

While adoption of the UBC (Uniform Building Code) is pretty widespread, many building departments use other codes or modify the UBC for their specific applications so basically they're ALL DIFFERENT.
