I don't know about Canada, but these are common in Australia where there are tremendous distances to cover to get power to remote ranches. They are called SWER (Single Wire Earth Return) systems and

Works for us. Sask Power did some exhaustive research many years ago and found that the cost of installing a ground return wire would not be justified. Lightning doesn't seem to be any greater proble
