A choice between basement and second story, I'd choose basement even if RFI proofing a second story shack wasn't nearly impossible. IMO its just a lot easier to do with easy acces to the power panel

I agree with Jim. It seems that I have nearly always wound up with an upper floor shack. Here I'm on the 3d floor, and in my last several QTH's, I've been on anything from 2d (usually) to 14th and 18

Something to think about, with respect to getting wires and cables up to the second floor is that standard rain gutter downspout makes a nice "raceway" to run all the cables in that is inconspicuous
