Sounds like something is jammed and preventing the tower from extending . . . so block the sections and suggest climb up an look. Verify that the rotor cable and/or rotor body is not protruding such

AFAIK, the M2/Orion is the only rotator that can fit within a UST #4 section AND also has the strength to turn a DB-36. It is entirely possible to fool yourself and mount a rotator into a tower think

Concur. Took too many tries to get an Orion 2800 into my HDX 589 without contacting the cross bracing on the way up. It looks symmetric but it is not. Turns a DB36 & 86' dipole. My Yaesu 2800 did fit

Te OR-2800 will fit in just about any tower, including a Tri-Ex W-51 which has a 9" top section.  You have to remove the mast clamp and rotate the rotor so it goes in between the cross bracing.  You

My HDX motors have a upside down plastic file box over them to keep out the PNW rain (lots). Cut a slot for the power lead. Buy a black one as even my 47 north sunlight eats up other colors. Or paint
