I believe that the map shows wind speeds for each zone (3 second gust speeds under TIA/EIA 222 rev G). The first number is the basic speed in miles per hour with no ice. The number in parenthases is

The data supplied by Champion Radios web site is too out of date to use for any tower planning purposes, since it is based upon TIA-222-E, not G. Your best source of info is your county building perm
