John, thanks for asking. I had the XYL rotate the beam while I watched. It rotated completely fine. A full 1.5 turns effortlessly. The problem has been narrowed down to the control box in the shack,

Well, it could still be in the rotor... if there is something wrong with the pot it could cause those symptoms in the control box also. Measure the resistance from end to end, it should be 500 ohms.
