True. I don't really understand the reason for sealing the surface of the concrete in the first place, unless it is maybe to avoid severe freeze/thaw spalling of the surface. Any other reason ignores

concrete in a hole in the ground is going to absorb plenty of water from the soil. after all, it requires water for curing, don't give it enough and it won't cure properly. I have never sealed a towe

Bingo! That's the reason. Sealing up any (to begin with) microscopic cracks before they become bigger cracks. Of course that won't help the concrete below ground where it can (and does) absorb water
