While I don't see a specific "bar" to counting such a contact in the SVHFS's Rules (other than the challenge of the ISS figuring out which Grid to report), I'd note that, in the "General Rules for AR

The air is mighty thin to be Aeronautical mobile. I actually asked that question in a slightly different context a few months ago.  My premise was that the ISS should count as a separate DXCC entity.
