It is not a new policy. If you send in a log, it is assumed to be your complete log. If you work 10G and 24G in addition to the lower 4 bands but only send in a log for the lower 4, then you have not

I've only been following the thread casually so perhaps I've missed something along the way. I'm not sure, at least for me, that when I submit a "contest log" it necessarily means my complete log.
