There is nothing wrong with NA in regards to the exchange sequence. It makes perfect sense. The only thing better would be if NA took the sequence in any order and sorted it out for you. For example.

Maybe the problem is that contesters are not sending the exchange according to the contest rules. I think the SS examples on how to deliver the exchange specify it to be sent in the order that NA ex
