A complete QSO should include the exchange of callsigns and some meaningful information such as a valid signal report.. Why don't they modify the rules such that meaningful signal reports have to be

I think the "feature" of being able to tell what your exchange would be based upon the previous QSO applies to all contests - and the subsequent QSO in most contests. That is - unless you are using
