- Don't connect it to the tower ground, unless you disconnect or detune the tower. Lay out a dozen radials, as long as you can make them. Shorten your L a bit or, better, put a series capacitor in line

- I didn't read very well. Maybe you are in the equivalent of a salt water marsh. For efficiency, the way to tell that you have enough radials is when adding radials doesn't change the base impedance

- Don't bond to the tower - it increases the interaction with the antenna. Think of the antenna as a bent vertical and add more radials. The Z you should be looking for is around 25 ohms. When you add
