There are three ceramic resistors to worry about and they can all test 
good when cold -- the problem is that when they heat up, they open up.  
The first is the 10k -- that shouldn't burn the fuses -- it should just 
cause the step start power supply to fail and bouce the amp to off.  The 
ones that will pop the fuses are in the step start circuit as I recall -- 
take a look at these -- I believe there are a pair, one for L1 and one 
for L2 (each side of the 220).  Whatever you do, do not put bigger fuses 
in -- this will temporarily cure the problem so that more stuff can blow 
up down stream!
