You mean voltage, not current. Solution is to use a variac that has the
ability to boost the voltage by a bit. They usually do by 10% or so,
providing up to 270V from 240V. (IF it does not, you might try it in reverse
but that is a bit dangerous). 10% on top of your 206V will give you nearer
what you want. A multi-tapped autotransformer with 208V and 240V taps will
also work.
Power is proportional to voltage squared, assuming the load resistance is
constant. (240/208)^2 = 1.33, so I would have expected you to be able get
out more like 450W and to have more grid current. This is of course not the
whole story but I think it is a useful first guess. Nobody is going to
notice very much difference between 450W and 600W.
