All hv fuses create a metal vapour arc when they open.  Until the arc 
extinguises, only about 20v is dropped by the fuse.  Thus, fuses are not 
a surefire means of limiting peak fault current during a major glitch.  

My unsolicited advice is that a glitch R is a better way to limit peak 
fault amps to a safe value.  .  //  Why have a secondary HV fuse when you 
already have a primary circuit-breaker?
