OK, found the problem!
After removing the PS deck (what a pain), the two banana style plug
connectors were loose on the RF deck causing some resistance. After careful
inspection I could see that one of the ring connectors that is clamped by
the female part was pretty discolored from heat. After a cleaning and
tightening of the bulkhead connectors the filament voltage is at 5.2 volts
holding steady now, I'll experiment with some different size wire to drop
the voltage a bit. The amp is back to full output and holding steady.
Thanks for everyone's suggestions, I'm glad I checked the filament voltage
per Rich's comment before ordering a new tube.
