Judging from reports in QST, etc., the chances of someone being
apprehended for running even Megawatts is just about zero, provided they
don't broadcast it to all and sundry (pun intended): the crunch comes
when the FCC receives complaints about deliberate interference to
communications or jamming of repeaters, then the full enforcement
inertia swings into ponderous action.
The fines mentioned are intrigiung, very much in line with new car
prices ~$20,000!
