[Amps] six meter police

The 10 code was not initiated to overcome interference.  It was initiated to 
make it more difficult for the average person to understand what the police 
and ambulance drivers were talking about.  Soon, however, lawyers broke the 
code and showed up at the 10-50 J2s ready to litigate.
