It all depends - as you might guess. If the tuner configuration is one with
a low pass function, such as an L network, and if the working Q of the
tuner is equal to that of the L section in the Pi-L, they will be the same.
If there are more poles in the tuner (pi network) it may well be better.

If the tuner has a much lower working Q because of the impedances it's
matching, then it will be worse. If the tuner has a high pass
configuration, rather than low pass, it will be somewhat worse.

Sorry, there's too many imponderables to be really definite.
