Why guess?  Why try this, try that?
The logical way to troubleshoot it is to isolate it, easily.
Don't assume anything, other than possibly that it is high voltage related.
First unsolder the hv lead at the rf choke - this tests whether it is in the
output tank components (i.e. plate blocking cap - I had one once that did 
this).
Then unsolder a transformer lead to the filter caps - this tests whether it 
is in a diode, bleeder, or filter cap.
If you still have the noise, it might be the plate xfmr - unsolder one of 
the primary leads.

But to go head first into checking every component just because someone else
had this problem once is a big waste of time.  Use your head.
