Thermocouple RF amp meter (one reading up to around 6 A should be
okay) in series to 50 ohm dummy load. Measure DL Z first. Knowing
that measure RF current with CW carrier. Observe wave on scope and
calibrate it so graticule can be used for PEP observation. With some
simple calculations you have a reasonably accurate power measurement
method. All measuring has to be done into a 50 j0 load (or some
known pure resistance the rig can be tuned to but it is usually 50
ohms for coax). You can get by with a lower range RF amp meter but
you have to take it out of the feedline to the DL if you put 1.5 KW CW
into the load.
Watt meters can be all over the place. If you already have a good
scope and can find a thermocouple amp meter cheap this is probably
much less expensive and more accurate.
