Look at Caddock type MG, TG, MX etc. resistors

I have used them many times.  I picked up a bunch of MX440 5.6meg parts 
which are good for 11kV and 3.5W.  I use 2 in series and they work great 
up through 15kV which is the maximum I can HIPOT.
