Jim,
A few more details would be helpful:
Is the low power on all bands?
What voltage are you seeing in the VP position for SSB and CW?
Does this voltage drop significantly when you key it?
Have you checked the SWR on the antenna? It may have changed.
Do you have capability to check the amp on a dummy load?
How much power are you driving it with to get the 400 watts output?
