Good question, thus the need for data sheets.
There does appear to be two small pots (rectangular blue objects with a
screw adjustment) which are most likely bias adjustment pots. If so,
they should be able to be set for class AB operation. No doubt the
efficiency figure is for class C, as you suspected.
