That would be so low if it was a Ham, but reading your information it certainly
looks that way. Or a Ham paying someone that is involved in radio

ETO ALPHA 78 AMPLIFIER STOLEN
Serial # 8474 stolen from residence in Town of McCandless,
Allegheny County, Pittsburgh, PA 15237 in early morning
