The Union of Radio Amateurs of Russia and its Contest Committee have the
honor to invite all licensed Radio Amateurs around the world to take part
in the first ever 'Russian DX Contes' which will take place at the 
    4-th weekend of June 1994 (12:00 GMT June 25 through 12:00 June 26)
 
The objective of the new contest is for amateurthe world to 
contact other amateurs around the world and the amateurs of Russia
A - Single op - all bands (separately CW, SSB, Mixed)
B - Single op - single baSB, Mixed)
C - Multiop - single transmitter (Mixed only)
D - Multiop - multi-transmitter (Mixed only)
 
For SOAB band changes are unlimited
Use of packet,ll be a designation of power level: H - power over 100 watts
,
L - power under
Multiops will all be considered high power.
L - power under 100 watts and Q - 5 watts or less.
Multiops will all be considered high power.
For MOST the '10 minute rule' exists for band changes.
Entries in Mixed mode can contact the same station at the same band twice 
(CW and SSB) but the time difference between such contacts should be no less
than 100 minutes.
 
Exchangeetter abbreviation of Russian oblast:
AB, AD, AL, AM, AO, AR, BA, BO, BR, BU, CB, EW, GA,
HA, HK, HM, IR, IV, JA, JN, KA, KB, KC, KE, KG, KI, KJ, KK, KL, KM, KN, KO,
KP, KR, KS, KT, KU, LO, LP, MA, MD, MG, MO, MR, MU, NN, NO, NS, NV, OB, OMV, 
TA, TB, TL, TM,
TM, TO, TU, TV, UB, UL, UO, VL, VG, VO, VH, YA
 
For statde of Russia - RS(T) and QSO number starting with 001.
 
Scoring:
 
Contacts with stations in your own country - 2 points, Contacts with other
countries o
Multipliers:
 
For Russian stations - DXCC countries on each band. For others - oblasts
of Russia on each band (88 on one band).
 
Final score:
 
Total QSO points x the sum of multipliers
 
Penalties:
 
Three additional contacts may be deleted for each unacknowledged duplicate
or unverifiable contact removed from the lable 
contacts or false multipliers.
 
Awards:
 
Certificates will be awtop scores in each class, by DX country.
New award 'Russia' will be given to the stations who make verified contacts
with all Russian oblasts. The commemorative certificates will be given to
all entrants who make no less than 200 QSOs. Outstanding operating 
achievements may be separately acknowledged by the Union of Radio Amateurs
of Russia.

Please senn computer disks - IBM, MS-DOS compatible
disk entries are encouraged. Formats pcheck sheet or a dupe list (list of all 
calls, sorted 
alphabetically).

Well, anyhow ..... I screwed up and deleted the sender's call-sign from
one of the reminiscences received about KH6IJ.  Will the sender of the
message that referred to his Elmer, W3WZL and Johns Hopkins U. in
1959 please come forward and identify so that I can attach the right call
to each message in the final product.  Tnx!
