WRTC and Packet

It is my understanding that the operators will all be in the same
geographical area and able to connect to the same packet network.  It seems
to me that there's no difference in evaluating the operators since they will
all be able to do the same thing. This will merely be a different type of
test of their skills including using packet.  

I do not think single op and single op + packet should be considered the same
category in this or any other contest.
