That is a special call for 4U1ITU; put another way: 4U1WRC = 4U1ITU.
Here's the deal:

the auspices of the Secretary General of the United Nations and
the Secretary General of the International Telecommunication
Union (ITU) with the call sign 4U1ITU recognized as a DXCC

On the occasion of the 1997 World Radiocommunication
Conference (WRC97) and associated Radiocommunication
Assembly (RA-97) the IARC is organizing a special operation of
the 4U1ITU station with a special call sign, 4U1WRC, and
