[CQ-Contest] Don't download files from www.contesting.com/ct

The CT site recently moved to http://www.k1ea.com

Please do NOT go to the www.contesting.com/ct site looking for country, 
master files, etc.  Those files are out of date.  Do NOT download them.  It 
is causing a lot of errors for the www.contesting.com webmaster.

The only source of the files is www.k1ea.com

Please update your bookmarks and other pointers appropriately.
