Another way to look at it:

DX nominally has 60 KHz to transmit (7040-7100).  USA has 150 KHz (7150-7300),
minus the broadcast QRM, of course.  That's over twice as much!  So the DX is
already at a disadvantage, it's no wonder they have to transmit below 7040.

Now about our Canadian friends who can operate SSB from 7040 to 7300... We
should all be so lucky!
