Hey, Bob,

How is this relevant to the discussion of deliberate, malicious 
interference?

Don't know about you, but my station license was issued by the Federal 
Communications Commission not the ARRL. Are you familiar with CFR Title 47 
part 97? Specifically, I suggest you read part 97.101 (d) very carefully.

Is there a part 97 reference to the "DX window"? I don't think so.
