[CQ-Contest] Wires or High Bands

If I had a vote I would prefer a class that would be 10-15-20 only
class.  This class used to exist in some contests.  I believe it would
go further to promoting new contesters who are real estate limited or
who are limited by the "do gooders".

I know we always come back to the argument of too many classes but so
what.  Let's get the interest and participation up and not worry about
the classes.
