No, I would not.
If I sit at DF0CG on 20 or 15m with the band most of the time open to the US
or other DX, being called by DLs 50% of the time and making contacts with
them, is a waste of time as we loose half of the possible 5pointers.
The low bands are a bit different there they are more valuable.
Don´t overrate the value of calls with the own country for the final result.

I would say, that having every SECOND QSO in contest with own
country is intentionally seeking a loophole in formal rules, Peter ?
