From the words used to describe the reason for not giving him a visa, I
think it's likely a much more prosaic issue -- when I was a visa officer,
many years ago, a key requirement for a non-immigrant visa was reasonable
assurance that a person would not seek to remain in the US
permanently. That's still true. It's unlikely that it has anything to do
with "some analyst in the embassy."
