I only took a look at this year's results on 3830 for SSB to get a sense of
the potential results of this issue.  This whole issue is really just about
Carib and VE and KL7 stations since the change of 1 vs 2 points for USA
stations is not material since there just are not enough Carib and VE sand
KL7 tations to work to matter.  For the Carib and VE and KL7  stations it
does matter that every US station is 2 points or 4 points vs half that
value.  So lets see if it matters in this past contest based on placing in
the top 5 world:

 

Placement in World

M2 - top EU -4 top NA - 5 The winner was from AF, 2 - AS, 3 - SA

M/M - top EU (the top 5 were all EU) and the top NA was 7

M/S - 7 of the top 10 were EU - top NA was 14th (US station)  Top 2 were
from AF

SOAB - HP - EU were 5 - 10 of top 10 - NA 1 and 2.

SOAB - LP - EU -0 (but there was no competitive station) NA - top 3

SOAB A HP - EU - 2,3,4  NA - 5 (a US station)  Winner was from AF

SOAB A LP - EU 2,3,5 NA - 6 (a US station) Winner was from SA

 

Overall, this representation actually should conclude that it is AF not SA
or NA that has the advantage of this contest (like every other DX contest).
Where AF didn't win or come in top 3, there was no major competitive effort.
Including SOAB HP.  NA and SA are hardly dominating this contest despite the
rules discussed.

 

Yes, if a competitive Carib station shows up, EU will not beat them.  But is
there a DX contest where EU would ever beat a competitive Carib station?
But if a competitive AF or AS (properly located in TA for example) station
shows up, the EU station will likely not beat them either (regardless of the
NA pts).  So relative to EU placing in the top 3 of a category its not about
what the points are in NA, its about who shows up where and decides to enter
what category.

 

Like us in the US, the competition in EU should be about EU.  The World
competition is about desired mult and DX country locations.always has been
always will be.  And this is not a US issue whatsoever.  That rule
difference would be lost in the rounding on my score.  It is a big impact on
Carib stations.  But there or not, for most categories, its not going to
insure EU winning the category.  It simply says that the right AF or AS
countries will win because of their proximity to EU and the intercontinental
rate structure.
