Seems like the best solution all the way around is to change the skimmer
code to just report what it hears.  If you are going to start making
"exceptions to the rule", you are just inviting trouble.  Better to just
report what you hear and let the receiver decide whether to act on it.

 

It actually has nothing to do with what an individual contest sponsor wants
to do with non DXCC valid callsigns.  Each sponsor can and does decide that
for themselves.
