Successful SO2R depends on the kindness of S&P operators who will wait for
the op to get around to the person waiting or who is putting up with 'empty
CQs' that are just holding frequency.  S&P operators are the life blood of
contests.  I think S&P operators should not put up with being used by SO2R
operations.
