[ct-user] CT Ethernet TSR updated

Version 0.4b is now on my web page for download.  This version adds
the capability to replace any of the comtsr's instead of just 
comtsr4.  It also lets you change the broadcast mask, port number,
and to specify a destination ip address directly.  These changes
may let you link ct over the internet, but i have no way to test it.
