Are you running CTwin or Dos?  

You have to set the speed of the radio in the OTHERS menu.  Also activate 
transceive option in that menu.  In DOS run  COMTSR1 before starting CT.  Use 
the SETUP command to set the baud rate, which is also set on the radio in the 
OTHERS menu.
