We had an issue like that, and it was indeed power. Our PoE run was a
little too long to our RG unit. One and two folks utilizing it was fine,
but as more people tried to use the connection, it would reboot.

Sounds like you might be on the right track.  Power supply doesn't have
enough current to the unit?  Turn off the watchdog reset, too.  Someone
was having 
trouble
with that recently weren't they?
