So far, from our best info, about 60% of the cases are resolved.  A few are 
poised to go to more rigorous enforcement steps, but that needs to be done 
absolutely flawlessly, at least for the first few cases.   Those will set a 
precendent within the FCC.
 
Naturally, the BPL issue has clouded this somewhat.  Anything related to power 
lines is a real hot potato right now and if the Commissioners were to send the 
word down to back off on power-line interference enforcement, I don't think we 
would like the results. Also, any attempts to ratchet up the enforcement right 
now would create an appearance that ARRL was doing so only to gain advantage in 
the BPL proceeding. And that would not be fair to those involved in the cases.
 
In reality, the biggest problem is one of  ignorance. Power companies don't 
know how to find the correct noise source, and they end up spending a lot of 
time spinning their wheels and fixing noises that the ham can't even hear, but 
not finding the correct one.  
 
Mike Gruber, ARRL's RFI guru, is working on an article that we will try to 
publish in one of the power-industry trade journals.  RFI Services also offers 
an excellent 2-day course that we are promoting like crazy, just to get these 
companies up to speed.

        I don't mean to be so cynical, but besides the FCC sending a letter
        to the utilities what, if anything, has been done to correct these
        problems.  I know as of June 2003 Brad Enbro N9EN was still
        having trouble nearly a year after the FCC sent a letter to
        Commonwealth Edison in Chicago.  In fact he is in the process of
        taking down his 4 towers and moving to a new location.
        
        It would be nice to know if any of these power line problems have
        been resolved.  In fact it could be a good artile for QST.
