Single operator is where one operator performs all operating duties. (all
contesting and logging). There is no distinction or limit how many radios
you can use. Band changes limits per hour are one way to limit 2 radio
contesting. But that is the only way. The rules don’t prohibit 2 radio
contesting unless there are band change rules as above.
