[SECC] Work on KS4Q Cluster

Just to let the RF users know, I was doing maintenance around 9 AM on Sawnee
Mtn.  Because things were not quite right, I went back up there around
11:00AM or so.
If you got dumped from what is typically a very reliable connection, this is
why.  I ended up setting deviation levels on both 145.63 and 144.97 MHz.

I think it is all working OK now. I wanted to make sure everything was good
to go for this coming weekend's CQWW SSB contest.
