[SECC] the fight against the ARRL plan

i have finished a first draft of an alternative to the ARRL proposal for
amateur restructuring.  it still needs a lot of work, and constructive
criticism from concerned amateurs to help mold it.  i have placed it in the
FILES section of a new yahoo discussion group called RadioAmateurFoundation
(http://groups.yahoo.com/group/radioamateurfoundation/).  please join the
group and give your input.  i've been complacent waaaay too long, and i just
can't give up the ship without a real fight.
