[TenTec] Second request for help -- Scout problem -- freqchanges when I touch the front panel

When you touch the panel does the period in the display go out? That tells
you the up is not keeping the frq locked, as when you are tuning the rig
you would not want to be fighting the up (that's short for micro processor)
control loop.
