Hi Gordon,
Sounds like your long wire antenna is not resonant on the
frequency you'd like to be working.  A dummy load is pure
50 ohm resistive so will give you a 1 to 1 SWR every time.

Switching to your long wire just tells you that the long wire
is not resonant on the frequency you want to work.  Try tuning
up the band and if your SWR goes down, you need to lengthen
your wire to get resonance down to the freq of your choice.
Conversely, if you tune down and the SWR goes down, you
need to cut some wire off the long wire.
