Normally I would suspect open series pass transistor, however, this is
not consistent with the blowing of internal fuse.  I think you may have
to do some troubleshooting starting with the biasing of the pass
transistors, if the out put of the rectifier is also low, check bridge
rectifier and/or resistance at output for possible low resistance to -12
bus (this may be ground).
