[TenTec] Pegasus UTC Time???

Tim-I duplicated your UTC clock problem on my machine this evening.  Even
though the Pegasus Local/UTC clock is derived from the PC, the software
requires that the radio be connected and powered up in order for a change in
UTC time offset to take effect.  I have no idea why it behaves this way.
