One more thing to check is the bridge rectifier. If one of the diodes has
opened you will no longer be getting full wave rectification, only half
wave. So the filter capacitor will then be charged at half the frequency it
was. Result is more ripple, possibly your hum problem, and maybe regulation
problems.

Just a thought.
